With the onset of autumn, it won’t be long before householders start to switch on their heating systems. Elder Advocates Turn Up Heat for Fuel Aid

Old Colony Elderly Services (OCES), a private, non-profit Aging Services Access Point (ASAP) in the Commonwealth of Massachusetts and their association Mass Home Care, have joined a coalition of groups representing elders, fuel companies, poor families, health care organizations, environmental groups and religious organizations to ‘turn up the heat’ on federal and state lawmakers for increased funding for home heating assistance this winter.

 

“New England is facing a financial Katrina,” said Al Norman, Executive Director of Mass Home Care. “It’s predictable—but it’s a disaster we can avoid—if we take action  now.”

 

Mass Home Care wrote the Governor in early June asking for a summit on energy and food costs. The Governor recently announced he would do just that. The Governor also set aside $20 million in a supplemental budget request for emergency energy aid, but Mass Home Care says that number needs to be $50 million. A recent report by the State Senate Committee on Post Audit and Oversight, chaired by Senator Marc R. Pacheco, agreed that Massachusetts needs to contribute at least $50 million to the fuel aid fund.

 

Mass Home Care estimates that it will take $250 million to keep heating assistance at the same level as last year—which still left tens of thousands of families with empty oil tanks. More than 100,000 households fell behind on their utility bills, the group said. Federal fuel assistance for the coming winter heating season currently stands at only $83 million, only 60% of the $137 million the Commonwealth received last year. Yet fuel oil prices have doubled.

 

“At present, the $83 million in federal fuel assistance funds for Massachusetts will provide a maximum benefit of $503 for the poorest families in a program serving 150,000 low-income households,” said Joe Diamond, Executive Director, Massachusetts Association of Community Action Programs (MASSCAP). “With heating oil predicted at $5 a gallon or more, it will take $1,375 to fill an oil tank.  Families need about three tanks to get through the winter. It’s beyond scary.”

 

Last year funding for home heating assistance in Massachusetts totaled $137 million, with the federal government providing over $120 million through the Low-Income Home Energy Assistance Program (LIHEAP) plus $15 million from the state. That combined funding translated into a maximum benefit of $1,165 for households most in need.

 

“Heating oil prices have jumped 85 percent from this time last year,” said Charlie Harak, Energy Attorney at the National Consumer Law Center. “And natural gas prices could easily be 20 percent higher this coming winter, leading to even more low-income families losing their utility service than last year.”

 

Recent analysis done by the National Consumer Law Center shows that 125,000 low-income gas and electric customers are well over $100 million in total arrears on their bills.  NCLC estimates that utility terminations will increase 20% and more at most utilities over the summer, and that tens of thousands of residential utility customers will have their service terminated.

 

On July 16th, twenty-one Northeast lawmakers sent a letter to U.S. House Speaker Nancy Pelosi asking that Congress triple LIHEAP funding to $9 billion and requesting an additional $1 billion for weatherization programs to help homeowners conserve energy and save money. Last week four New England governors asked the federal government to increase heating assistance for New England to $1 billion from $252 million last year.

 

“The numbers just don’t add up.  Heating oil is 85 percent higher than last year and as of right now, only $83 million in federal fuel assistance funds for Massachusetts will be available – which is half the amount of last year’s home heating assistance funding.  The National Consumer Law Center shows that there are over 120,000 gas and electric customers who are still in arrears on their bills and that tens of thousands will have their service terminated.  These folks and many, many more will be in dire straights this winter,” explained Diana L. DiGiorgi, Executive Director of Old Colony Elderly Services, which is associated with Mass Home Care.  “With today’s high energy prices, an estimated $250 million is needed to just to keep the heating assistance level the same as last year.”

 

In a letter replying to Mass Home Care, Governor Patrick said, “Rising energy costs weigh heavily on all our minds right now, and I take your concerns very seriously.” The Governor promised to have the Secretaries of Energy, Elder Affairs, and Health & Human Services contact Mass Home Care “to discuss the most effective ways we can deal with the very real concerns you outline in your letter.”

Red hot as in sales, that is. The reasons behind the increasing popularity of radiant heat panels are ease of installation, quick warm up, dust free heat, and low cost relative to other retrofit heating systems.

For the same price as a pellet stove, you could heat a 1,500 square foot home and not have to deal with locating, storing, and lugging 40 pound bags of wood pellets.

A U.S. Department of Energy sponsored study concluded that radiant heat panels were 52% less expensive to operate than electric baseboard heat and 33% more cost effective air to air heat pumps. The study concluded that “energy savings would be obtainable in a great portion of U.S. households”.

Radiant heat panels manufactured by Enerjoy are about 1 inch thick, and range in size from 2′x2′ to 2′x8′. They are textured to look like the ceiling and can painted to match the room’s décor with quality water based acrylic paint.

The panels operate at 150-170 degrees F. and radiate heat to objects and people in the room. The panel itself reaches operating temperature in only three to five minutes.

Advantages of Radiant Heat Panels

Heat loss from ducts, even insulated ones, reduces the efficiency of forced air systems. Additional leakage is created by the internal air pressure generated by forced air systems. No duct, No pressure, no leakage problems.

Since the need for a blower to circulate heat is eliminated, so is the cost of electricity to the blower motor. Without a blower, there are no filters that need to be replaced.

Heating without moving air also eliminates drafts and prevents dust and pollen from circulating while maintaining the air’s moisture content.

Radiant heat panels require no maintenance or service because there are no moving parts.

With separate thermostats for each room, zoned heating is easy as turning a light switch on and off. Significant energy savings can be realized by allowing only the occupied areas to be heated. The quick response time radiant panels will return an unoccupied room to a comfortable temperature in minutes.

Radiant Heat Panel Applications

Radiant heat panels are an excellent source of heat for bathrooms (no more foggy mirrors), log homes, gazebos, screened in porches and stables. If you’re heating a greenhouse, radiant heat will protect your plants in the absence of sunlight by maintaining root temperatures.

Replacing a wood stove with ceiling mounted panels in auxiliary buildings such as workshops or studios allows the use of all available floor space.

Radiant Heat Panel Installation and Cost

The low amperage requirements for ceiling heat panels can usually be provided by existing 120 or 240 volt circuits. The 30%-70% wattage reduction over electric baseboard heating eliminates the need for dedicated wiring. Wherever a single panel is installed, the existing 120 volt capacity circuit is usually adequate for the additional load.

Installation of radiant heat panels typically cost between $1.25 and $1.50 per square foot of heated space. For a 1,500 sq. ft. house the estimated cost would be $1,900 to $2,300. That’s considerably less than the cost for a complete forced air system.

Disadvantages of Radiant Heat Panels

The major limitation of radiant heat panels is the absence of a cooling function. Installing a ducted central air conditioner would undermine many of the advantages of using radiant panels.

One way around this would be to install a mini-split air conditioning system. The mini-split, like radiant panels, is also a cost effective retrofit solution and can be zoned to cool only occupied rooms.

If controlling heating costs is your primary concern, radiant heat panels offer an easy, cost effective and healthy way to retrofit your home with comfortable, reliable heat.

With a tankless water heater, when the hot water tap is turned on, cold water travels through a pipe into the unit where it is then heated - either by a gas burner in a gas fired water heater, or by an electric element in an electric water heater. Energy savings can be maximized on gas powered units by employing a model that utilizes an intermittent ignition device rather than a pilot light.

In large households, where there may be a demand for simultaneous multiple uses of hot water, two or more demand water heaters can be installed. Separate demand water heaters can also be installed to supply appliances that use large quantities of water, such as clothes washers or dishwashers.

Most tankless water heaters have a life expectancy of more than 20 years. Ongoing periodic maintenance and easily replaceable parts can also often extend the life of the unit.

If you had the foresight to buy a tankless water heater in 2007, don’t forget to file for a Residential Energy Credit with your 2007 tax return to be eligible for a tax credit of up to $300. Unfortunately, Congress has not yet enacted an energy credit for tankless water heaters purchased in 2008.

A record heat wave scorched Europe in August 2003, claiming an estimated 65,000 lives. In France alone, 17,622 people died from the searing temperatures, more than 19 times the death toll from the SARS epidemic worldwide. In the worst heat spell in decades, temperatures in France soared to 104 degrees Fahrenheit (40 degrees Celsius) and remained unusually high for two weeks.

This summer’s high temperatures also hit other European countries. Germany saw some 9,000 people die from the heat. Spain and Italy each suffered heat-related losses of nearly 7,300 lives. The heat wave claimed at least 1,900 lives in Portugal and up to 2,400 lives in the Netherlands.

In London - which on August 10th recorded its first triple-digit Fahrenheit temperature - an estimated 1,600 people died from the heat. Heat-related fatalities across the United Kingdom reached 2,045. In Belgium, temperatures higher than any in the Royal Meteorological Society’s register dating back to 1833 brought 150 deaths. Since reports are not available for all European countries, the total heat death toll for the continent is likely to be substantially larger.

August 2003 was the warmest August on record in the northern hemisphere, but according to the projections of the Intergovernmental Panel on Climate Change (IPCC), even more extreme weather events lie ahead. By the end of the century, the world’s average temperature is projected to increase by 2.5-10.4 degrees Fahrenheit (1.4-5.8 degrees Celsius). As the mercury climbs, more frequent and more severe heat waves are in store.

Though heat waves rarely are given adequate attention, they claim more lives each year than floods, tornadoes, and hurricanes combined. Heat waves are a silent killer, mostly affecting the elderly, the very young, or the chronically ill.

Under normal circumstances, humans maintain a body temperature around 98.6 degrees Fahrenheit. When subject to extreme heat, the body attempts to maintain this ideal temperature by varying blood circulation and perspiring. When the internal body temperature rises above 104 degrees Fahrenheit, vital organs are at risk. If the body temperature is not brought down, death follows.

The threshold ambient temperature at which more people are at risk for heat-related health problems varies greatly by location. In general, when summer temperatures range 10 degrees Fahrenheit or more above the norm, incidences of heat-related illness increase dramatically. High humidity compounds the effects of high heat by reducing evaporation, rendering perspiration a less-effective cooling mechanism. When excessive heat prevails for more than two consecutive days, the risk of heat sickness and death escalates. Health and social services may be overwhelmed.

Heat waves take the greatest human toll in cities. Urban centers, where the area of heat-absorbing dark roofs and pavement exceeds the area covered by cooling vegetation, are like “heat islands” and can be as much as 10 degrees Fahrenheit warmer than the surrounding countryside. While people in rural areas generally get some relief from the heat when temperatures fall at night, urban areas stay warmer around the clock. Air pollution, which usually is worse in cities than in the countryside, can also exacerbate the health-damaging effects of high temperatures by further stressing the body’s respiratory and circulatory systems.

Several of the worst heat waves of the twentieth century occurred in U.S. cities. In 1955, an eight-day run of temperatures over 100 degrees Fahrenheit in Los Angeles left 946 people dead. In 1972, New York City suffered a two-week heat wave that claimed 891 lives. More recently, an extreme heat wave in Chicago in 1995 killed 739 people in a matter of days. Slow political recognition of the threat and an overloaded response system worsened the effects of the weather anomaly.

A lack of public recognition of the danger that high temperatures pose adds to the lethality of heat waves. Heat wave warnings often do not carry the weight of other natural disaster alerts. Except during major outbreaks, heat-related deaths often go unreported, and few governments systematically keep records of them.

Even once a heat wave has passed, politicians are reluctant to acknowledge its toll. Chicago’s mayor denied the severity of the city’s 1995 heat wave. In Europe, it took over a month for France’s government to release heat wave fatality estimates that corroborated estimates from overwhelmed undertakers. Several neighboring governments are still challenging reports from medical examiners.

Even in India, where heat-related fatalities in the thousands during pre-monsoonal high temperatures are no longer uncommon, the National Disaster Management Cell does not classify heat waves as a natural disaster. While accurate data are hard to come by, it appears that India has seen the number of deaths due to heat climb over the years as populations have grown and temperatures have risen.

In May 2003, peak temperatures of 113-117 degrees Fahrenheit (45-49 degrees Celsius) claimed over 1,600 lives throughout the country. In the state of Andhra Pradesh alone, some 1,200 people died from the heat. A year earlier, a one-week heat wave with temperatures topping 122 degrees Fahrenheit took over 1,000 lives.

Over the last 25 years the average global temperature rose by 1 degree Fahrenheit, or 0.6 degrees Celsius. The IPCC’s projected rise in temperature for this century is a global average, but the temperature is expected to rise more over land, where people live, than over sea. As temperatures continue to climb, the toll of heat waves in individual countries could jump from the thousands to the tens of thousands. The World Meteorological Organization estimates that the number of heat-related fatalities could double in less than 20 years.

Already we are seeing evidence of more frequent heat waves. In India, death tolls from heat that were recorded over an entire summer some 10 years ago are now occurring in just one week. In the United States, a 1998 study of summertime temperatures using data from 1949 to 1995 found that the frequency of extremely hot and humid days and the occurrence of multiple-day heat waves increased significantly during that period. Some of the increase is due to urbanization, a trend that is expected to continue for the foreseeable future.

Although the historical data for heat waves leave much to be desired, we can say with confidence that the August heat wave in Europe has broken all records for heat-induced human fatalities. As awareness of the scale of this tragedy spreads, it is likely to generate pressure to reduce carbon emissions. For many of the millions who suffered through these record heat waves and the relatives of the tens of thousands who died, cutting carbon emissions is becoming a pressing personal issue.
